President Bush visited Capitol Hill yesterday to urge passage of proposed legislation to give the government more power to spy on, imprison and interrogate terrorism suspects. But former Secretary of State Colin Powell endorsed efforts by three Republican senators to block Bush's plan to authorize harsh interrogations and shield U.S. personnel from being prosecuted for war crimes, saying such measures would undermine the moral basis of the war on terrorism, and put U.S. troops at risk.
