President Bush changed his election-year focus from national security to the economy yesterday, saying that a vote for Democrats in the upcoming Nov. 7 election is a vote for higher taxes. Appearing at a Republican fundraiser, Bush said the way voters cast their ballots will have a direct impact on their pocketbooks.
