The White House emphatically ruled out two proposals to end U.S. involvement in Iraq on Thursday. One of the rejected ideas - proposed by some members of Congress - was a phased withdrawal of American troops, perhaps by 5 percent every two months. White House spokesman Tony Snow dismissed the idea, saying "You withdraw when you win." (AP)
