The U.N. Security Council considered imposing sanctions on North Korea's weapons program yesterday after the communist state test-fired a series of missiles, including a long-range weapon. But President Bush stopped short of calling for sanctions, saying that Secretary of State Condoleezza Rice was conferring with her counterparts in the stalled six-party talks on North Korea's nuclear program to resolve the issue of Pyongyang's weapons program.
